07.1 · Co-ownership

Managing agent and general meeting, not one without the other

Most of Brussels' housing stock is co-owned: the managing agent (syndic) carries out decisions, but the general meeting makes them. Routine maintenance is voted by simple majority. Any change to the façade or shared areas needs a two-thirds majority; work touching the structure or ownership rights needs four-fifths. We prepare the technical file — quote, specification, sometimes a stability note — in the form your managing agent can put to a vote.

07.2 · Planning permits

Permit, listed buildings and what happens if it's refused

The rule is simple: a planning permit (permis d'urbanisme) is required, with a limited list of exceptions — interior work that doesn't affect stability, the layout of the housing units, or its designated use, like-for-like window replacement, an extension under 100 m² removed without rebuilding, solar panels not visible from the street. A listed building, or one on the heritage inventory — common in Brussels' older housing stock — is handled by the regional planning delegate instead of the municipality, with a 75-day decision period, or 160 days if a public inquiry is required. If refused, the applicant has 30 days to appeal to the regional government, then 60 days to the Council of State.

07.3 · EPB certificate

EPB certificate, EPB adviser and the permit file

An EPB energy certificate is mandatory whenever a home is sold or let, and stays valid for ten years. For new-build, work treated as new-build, or a heavy renovation, a certified EPB adviser is mandatory: they prepare the EPB proposal, which forms part of the planning permit file. With an architect, the architect handles EPB follow-up directly; without one, Homegrade or your municipality's planning department can help.

07.4 · Grants

RENOLUTION grants: where things actually stand

As of 24.07.2026, no RENOLUTION grant application is being accepted for a final invoice dated 2025 or 2026, and the Region has not published any decision on reopening the scheme — check be.brussels before any quote. The ECORENO loan from the Housing Fund remains a concrete alternative in the meantime, at 2.5% to 3.5% interest, for insulation, ventilation, heating, solar panels or a heat pump. A renovation obligation is due to start on 1 July 2028 for all Brussels owners — none of it applies today, and we'll flag it when it does.

What happens if a subcontractor falls behind?
Our schedule absorbs the delay, not yours. The site manager reorders the trades and tells you in writing if the handover date moves — that never happens without an explanation.
Who handles the planning application in Uccle?

Do we need sign-off from the residents' association before starting?
