Frozen pipes in Belgium: prevent, thaw and what it costs
Short answer: If a pipe freezes, shut off the main stopcock, leave the nearest tap open and thaw gently with a hair dryer, never a flame. If the pipe has cracked, call a plumber. Prevention is cheaper: isolatieprijs.be puts fitted pipe insulation at €15–30 per metre, and Trustup puts a standard pipe repair at roughly €150–500.

Can pipes freeze in Belgium?
Yes. Water starts to freeze below 0 °C, and according to Belgian sources unprotected pipes can freeze quickly from around −5 °C, especially overnight. An ordinary Belgian winter is enough, particularly when frost lasts several days.
The weak spots are almost always the same:
- pipes in unheated spaces: garage, cellar, loft, crawl space, outbuildings;
- pipes against an outside wall or in a cold cavity;
- outdoor taps and lines to a garden shed or pool;
- the water meter, especially in an outdoor meter pit;
- an empty house with the heating switched off.
The real damage often comes not from the ice but from the thaw: a cracked pipe only leaks once water flows again. For leaks in general, see our guide on a water leak at home: what to do and who pays.
What to do when a pipe is frozen
Shut off the water first, then thaw carefully. De Watergroep, Heat-me and BlueBook give the same sequence:
- Check whether your neighbours also have no water. If they do, the problem may be with the network or the meter.
- Look for cracks or leaks. If a pipe has burst, wait for the plumber before thawing anything.
- Close the main stopcock and leave the tap nearest the frozen section open so meltwater can drain.
- Warm gently, from the tap inwards, with a hair dryer or warm towels.
- Then reopen the main stopcock only slightly. If something leaks, close it again and call a plumber.
If you cannot find the frozen section (concealed pipes, older homes) or no water returns, have a professional assess it. A burst pipe or a leak outside office hours is a job for an emergency plumber. If the meter itself is frozen or the leak is before the meter, contact your water company.
What not to do
Never use fire or a powerful heat source, and do not force it if no water comes back.
- No open flame or blowtorch: fire risk, and plastic pipes melt. SWDE and Heat-me also warn against heat guns.
- Do not keep forcing the thaw: Heat-me points to overpressure and bursting if you push on.
- Do not thaw a visibly burst pipe: the water would escape at once. Wait for the plumber.
- No rock wool, scarves or blankets around a water meter: De Watergroep notes they get damp and freeze themselves.
- Do not wrap heating tape around plastic pipes or the meter: the inside of the meter or the pipe can melt.
If water has reached sockets or the fuse box, have an electrician check the installation before restoring power.
Prevention before December: insulate, drain, heat
Insulate exposed pipes, drain outdoor taps and keep every room with water pipes above freezing.
- Outdoor taps and unused lines: shut off the supply and drain them, including lines to a garden shed or pool.
- Insulation: foam sleeves or shells around pipes in the garage, cellar, loft and crawl space. Seal draughts near pipes.
- Water meter: in an outdoor pit, keep cold air out and add an insulating plate; follow your water company’s tips.
- Heating cable: a self-regulating cable with a thermostat can help where insulation is not enough, for example along an outside wall. Have a professional assess the installation.
- Temperature: Heat-me and BlueBook suggest a minimum of 7 °C (frost-protection); De Watergroep says to keep every room with pipes above freezing.
- Empty home: main stopcock closed and pipes drained.
| Type | Material only | Fitted by a professional |
|---|---|---|
| PE foam | €2.50–€5 (isolatieprijs.be) | €15–€20 (isolatieprijs.be) |
| Elastomer (e.g. Armaflex) | €4–€8 (isolatieprijs.be) | €20–€30 (isolatieprijs.be) |
| General material range | about €2–€4 (all-isol.be) | – |

What drives the price
Mainly access, pipe diameter and insulation thickness, the material and the timing of the job.
- Access: pipes in a crawl space or behind a finish take more work than in an open cellar.
- Diameter and thickness: thicker shells and larger pipes cost more.
- Concealed pipes: for a burst concealed pipe, breaking open and making good the wall or floor comes on top of the repair itself. Vakman in de buurt prices a small leak repair without that work.
- Timing: evenings, weekends and emergencies cost more than a planned appointment.
- Consequential damage: wet floors or walls mean extra drying and finishing.
So schedule insulation before the first frost: it can be done by appointment with no emergency surcharge.
Burst pipe: what does it cost and who pays?
Expect roughly €150–€500 for a standard pipe repair, plus any breaking-open and making good. Insurance mainly covers the resulting damage, not the broken pipe itself.
| Item | Indicative price | Source |
|---|---|---|
| Standard pipe repair | €150–€500 (average about €400) | Trustup |
| Small leak, section replaced | €150–€300 excl. VAT, excluding breaking open and making good | Vakman in de buurt (March 2026) |
| Plumber hourly rate | €40–€70 excl. VAT | Vakman in de buurt |
| Emergency visit (first hour) | €120–€250, usually incl. travel and first hour, excl. larger parts | Vakman in de buurt |
| Replacing a frozen water meter (up to Ø40) | €239.85 incl. 6% VAT (Farys); €208 (SWDE) | Farys, SWDE |
Insurance. According to Assuralia, frost is the main culprit behind burst pipes. Home insurance covers sudden, unforeseen water damage to the building and contents, and usually the costs of tracing a leak and opening up walls or floors to reach it. Frost damage is covered provided the necessary precautions were taken; leaving a property unprotected against frost can lead to an exclusion. The pipe or installation that caused the damage is not reimbursed. Deductibles and conditions differ per policy, so read yours.
Water meter. At SWDE the customer pays for replacing a frozen meter (€208); SWDE warns that leaks when the ice thaws can cause significant damage. At Farys, “frozen” appears in the meter replacement tariff. Ask your water company what applies to you.
If damage happens: take photos, keep invoices, notify your insurer promptly and limit the damage (shut off the water).
How to compare quotes and avoid surprises
Ask for a written quote that itemises materials, labour, travel and VAT, and say whether it is for prevention or repair.
- Have the length and type of pipework measured; ask for a price per metre, not a lump sum “for the whole house” without detail.
- Check whether breaking open and making good are included or charged separately.
- In an emergency: ask beforehand what the first hour and the travel charge will cost.
- Have the VAT rate stated on the quote. It depends, among other things, on the age of the home and who invoices the work.
- After a burst pipe: have the cause noted and keep the invoice for your insurer.

At what temperature do pipes freeze?
Water starts to freeze below 0 °C. According to Heat-me and BlueBook, unprotected pipes in unheated spaces, against outside walls or outdoors can freeze quickly from about −5 °C, especially after several frosty nights. Insulated, heated pipes are at lower risk.
What should I do if my pipes are frozen?
Close the main stopcock, leave the tap near the frozen section open and thaw gently with a hair dryer, never a flame. If the pipe has burst or no water returns, call a plumber. For a frozen meter, contact your water company.
How much does pipe insulation cost?
According to isolatieprijs.be, insulation fitted by a professional costs €15–€20 per metre for PE foam and €20–€30 per metre for elastomer. Material alone costs €2.50–€5 per metre (PE) and €4–€8 (elastomer), per isolatieprijs.be. Access and pipe diameter change the total.
Does my insurance cover a pipe that burst from frost?
Home insurance generally covers frost-related water damage if you took the necessary precautions, according to Assuralia. The broken pipe itself is not reimbursed. Deductible and exclusions are in your policy, so check with your insurer.
Who pays for a frozen water meter?
At SWDE the customer pays the replacement (€208); SWDE warns that leaks when the ice thaws can cause significant damage. Farys charges €239.85 incl. 6% VAT for a frozen meter up to Ø40. Contact your water company; De Watergroep asks to be told about a frozen meter.
Should I drain outdoor taps before winter?
Yes. Shut off the supply to outdoor taps and unused lines and let them drain, as De Watergroep and Heat-me advise. The same goes for lines to a shed or pool. It costs nothing and prevents cracks.
