Short answer: Fully renewing a pitched roof with insulation costs roughly €180 to €280 per m² excluding VAT in Belgium in 2026, according to price guides. Natural slate, asbestos or structural repairs can push that to €250–€400 or more. Replacing only the roof covering costs €70–€150 per m². A flat roof with insulation sits around €130–€220 per m². Guides differ because each figure covers different line items.

Renewing a pitched roof with insulation: price per m²

For a full renovation of a pitched roof (strip-out, underlay, insulation and new covering), Belgian price guides quote roughly €180 to €280 per m² excluding VAT in 2026. It is a market range, not a fixed price.

Other guides are lower or higher. De Haeck quotes €50–€210 per m² for an insulated pitched roof, Zonr €60–€120 for new tiles including gutters but without insulation. The gap mostly comes from what each price includes: strip-out, line items and VAT. Never compare two per-m² prices without knowing what they cover.

Flat roof renovation: what does it cost per m²?

A full flat roof renovation with insulation costs about €130 to €220 per m² excluding VAT according to Kijzer. The membrane alone is much cheaper.

On a flat roof the substrate matters a lot: does the old membrane have to come off, is the timber below sound, is insulation being added? Have a professional assess this before you fix a budget.

Underlay, airtightness, gutters and attic floor: the separate items

Insulation, gutters and attic floor each have their own indicative price. For the underlay and airtightness layer we found no reliable standalone per-m² price: they are usually included in the overall roof price.

Insulation, gutter and attic floor figures are excl. VAT and include installation, except Zonr's sarking range (VAT not stated). The vapour barrier with taped seams provides the airtightness: ask explicitly whether it is in the quote. Attic floor insulation only makes sense if the attic stays unheated, so have a professional assess which solution fits your home.

What drives the price of roofing work?

Roof shape, the condition of the structure and the insulation method weigh most. A few fixed cost items come on top.

• Complexity: many roof planes, chimneys and roof windows mean more labour and detailing.
• Type of covering: natural slate pushes the price to the top of the range (€250–€400 or more per m² according to Kijzer).
• Structure and asbestos: repairing roof timbers or removing asbestos-containing material comes on top of the standard price.
• Insulation method: insulating from inside is cheaper than sarking but needs interior finishing (Prijs-dakisolatie.be puts that at €25–€45 extra per m²).
• Scaffolding: Zonr estimates €500 to €2,500 depending on height and duration.
• Gutters and downpipes: replacing them together with the roof avoids paying for scaffolding twice.

Which items must be in a roofing quote?

A good quote breaks the work into separate items so you can really compare. A missing item often comes back later as extra work.

VAT at 6% or 21% and premiums for roofing work

For renovating a dwelling older than 10 years, 6% VAT can apply instead of 21%. The conditions: the home is used mainly as a private home and the work is invoiced by a contractor to you as the end consumer (Securex, FPS Finance). Materials you buy yourself stay at 21%.
