Do you need a permit to renovate a home in Belgium?
Short answer: Usually not for interior work, but yes once you change the volume, the look of the façade, the use or the number of dwellings. In Flanders, interior renovation has been exempt since 1 March 2026. In Brussels and Wallonia it depends on the work and the zone. Always verify with your municipality.

When do you need a permit to renovate?
A permit is mainly needed when you change a building's volume, appearance or use, or when you create an extra dwelling. Everyday interior work such as a bathroom, kitchen or new flooring is generally exempt in all three regions, as long as the structure stays the same.
Planning law is regional. Flanders, Brussels and Wallonia each keep their own list of exempt works, and your municipality, an allotment plan or a protected building can add rules. The tables below give the framework. They do not replace the official sources or your municipality's advice.
An exemption does not switch off other rules: safety, EPB energy and accessibility requirements still apply.
Table 1: interior, bathroom and roof by region
| Work | Flanders | Brussels | Wallonia |
|---|---|---|---|
| Interior renovation | Exempt since 1 March 2026, with no change of function and the same number of dwellings. For stability works an architect is required since 5 September 2026. | Exempt (art. 9) if the number and layout of dwellings stay the same and habitability standards are met. | Permit if you affect load-bearing structures, built volume or architectural appearance. Otherwise generally nothing, check with the commune. |
| Bathroom (plumbing, tiling, sanitary) | Counts as interior renovation: exempt. | Sanitary, electrical and heating work fall under the exempt interior works. | No permit unless load-bearing structures are affected. Creating a new dwelling needs a permit. |
| Roof (insulation, covering) | Exempt for roof works that do not worsen energy performance or change the volume. External insulation up to 26 cm, without crossing the building line. | External insulation of a pitched roof exempt if finishes and colours are kept, lit floor area does not shrink and the property is at least 20 m from a protected building. Flat roof: covering exempt, raising parapets visible from the street is not. | Depends on the R.IV.1-1 list. A change of volume or appearance, or a property in a protected area, needs a permit. |
For costs, see our pages on roofing and interior renovation.
Table 2: façade, windows, extension and change of use
| Work | Flanders | Brussels | Wallonia |
|---|---|---|---|
| Façade | Exempt for all façades since 1 March 2026, with no volume change and no worse energy performance. Not for protected or inventoried heritage. | Colour change (except front façade), cladding or rendering of a façade not visible from public space: exempt. Insulating a visible façade: no explicit exemption, check with the commune. | Permit if the appearance or cladding changes, unless the work is on the exemption list. |
| Windows and doors | Covered by the façade and roof exemption, same conditions. | Identical replacement exempt: shape, divisions, material and colour kept. Wood to PVC needs a permit. | A different façade appearance needs a permit. Like-for-like replacement: see the list and the commune. |
| Extension or annexe | Permit required. The notification route for annexes was abolished on 1 March 2026. | Permit required. Only small outbuildings such as a garden shed up to 9 m2 are exempt. | Permit, unless a small volume appears on the R.IV.1-1 list. Thresholds vary: check with the commune. |
| Change of use or extra dwelling | Permit required. The exemptions do not apply if the function or number of dwellings changes. | Permit required, for example shop to dwelling or splitting a house. Fire service opinion except for a single-family house. | Permit for a change of destination and for a new dwelling in an existing building. |
An extension or new living unit therefore almost always needs a file. For budgets, see our renovation page.
What each region says in practice
Flanders: exemption, notification and omgevingsvergunning
Since 1 March 2026 all interior renovations are exempt from an environmental permit, provided there is no change of function and the number of dwellings stays the same. Façade and roof works are exempt as long as the volume and energy performance do not worsen. For stability works, an architect must handle design and supervision from 5 September 2026. Notification now only survives for temporary acts. Municipalities can no longer make exempt works permit-bound, except for items on Flanders' limitative list. Existing municipal regulations must be brought into line by 6 February 2028 at the latest. Protected heritage keeps its own authorisation system.
Brussels: permis d'urbanisme
Brussels uses a list of exempt works for unprotected buildings, kept up to date by Homegrade (last updated 10 August 2026). Interior works that do not change the number of dwellings are exempt. Windows can be replaced identically without a permit, but not with another material or colour on the front façade. Many exemptions fall away if the property is within 20 m of a protected building or the project departs from a land-use plan or planning regulation.
Wallonia: permis d'urbanisme
The Walloon CoDT requires a permit to transform an existing building, meaning work affecting load-bearing structures, built volume or architectural appearance. Creating a new dwelling or changing the destination also needs a permit. A nomenclature (R.IV.1-1, revised on 1 May 2025) lists exempt works. Work that changes the envelope, enlarges or demolishes a building is never exempt if the property lies in a heritage protection zone or is marked ('pastillé') on the regional heritage inventory. Stricter conditions also apply in high flood-hazard zones. Have your commune confirm the current list.
What decides whether you need a permit?
Five factors decide: volume, appearance, use, location and structure.
- Volume: anything that enlarges the footprint or height, such as an extension or a raised roof, needs a permit.
- Appearance: different cladding, colour or window divisions on the street side are often checked, especially in Brussels.
- Use and number of dwellings: adding a flat or turning a shop into a home is not exempt anywhere.
- Location: protected heritage, a protection zone, a flood-prone area or an allotment can cancel an exemption.
- Structure: if the job touches load-bearing walls, beams or roof structure, an architect is required in Flanders since 5 September 2026 and a permit may be needed in Wallonia.
How to avoid surprises with your contractor
Ask in writing who checks the permit question and what happens if one turns out to be needed. A sound quote says so.
- Email your municipality's planning department with a short description and keep the reply.
- Have the quote state whether the permit application, architect fees and file costs are included.
- Have a professional assess the structure before any wall is opened.
- Start doubtful works only after the municipality has answered or decided.
- Keep invoices and photos for a later sale or energy certificate.
Building without a permit can lead to a planning offence and a restoration order, which costs more than a file.

Can I renovate an apartment without a permit?
Usually yes for interior work: in Flanders all interior renovations have been exempt since 1 March 2026, and in Brussels too as long as the number of dwellings stays the same. If the structure or façade is touched, check with the municipality and the co-owners first.
Do I need a permit to renovate a roof?
Not in Flanders for roof works that do not change the volume or worsen energy performance. In Brussels, insulating a pitched roof is exempt if finishes and colours stay identical, the lit floor area does not shrink and the property is at least 20 m from a protected building. In Wallonia it depends on the R.IV.1-1 list. Raising a roof almost always needs a permit.
Do I need a permit for a bathroom renovation?
Normally not. Plumbing, sanitary ware, tiling and electrics belong to the exempt interior works. A permit becomes likely only if you touch load-bearing walls, create a dwelling or change the use of the room.
Do I need an architect for permit-exempt work?
For stability works in Flanders, yes: since 5 September 2026 design and supervision must be done by an architect. In Brussels some works need a permit but no architect. Confirm with your municipality.
What do I risk if I build without a permit?
You risk a planning offence report, a restoration order or a regularisation file, plus trouble at sale or with insurance. A short question to the municipality beforehand costs far less.
